There is nothing in Article II that suggests the President’s power over the military is different in degree or kind from his power over the rest of the executive. The President is by law commander-in-chief of the Treasury Department too, but he can’t unilaterally authorize counterfeiting or decide to make money from the blood of Jewish babies.
